Baldwin’s formal role in an updated Habersham County hazard-mitigation plan remains unresolved in the public record two years after City Council was told it needed to act. At its Aug. 26, 2024 meeting, council heard that the county plans were updated every five years and that, because Habersham’s plan had been approved, each city needed to pass a resolution agreeing with the plan presented to it.
